5. I have given instructions that if the consul for Portugal desires further infor- mation he may be informed that before any such arrangement could be agreed to as is suggested by the governor of Macao, the prohibition will hold good until it is shown to the satisfaction of the governor in council that the 635 chests of opium exported to Macao from Singapore between the dates 1st November, 1911, to 29th February, 1912, by the Netherlands Trading Society to the Macao opium farmer have been consumed in Macao or re-exported to places where uncertificated opium is permitted to be exported.

YOUR telegram of 29th March, cypher. Information has reached me that 300 chests of opium have been bought at Calcutta for Macao within the past three weeks, and that the Portuguese consul is arranging for their shipment. I have informed Indian Government accordingly.

It is quite possible that between the 1st July and the 2nd November, 1911, ship- ments from Singapore to Hong Kong may have included opium for Macao, but that would not be known here.

Notification.
IN exercise of the powers conferred upon him by section 5 (2) of “The Chandu Revenue Ordinance, 1909," the governor in council hereby prohibits the export of opium from the colony to Macao, except on production by the exporter of a certificate signed by the consul for Portugal in Singapore that such opium is required for the opium farm granted by the Government of Macao for consumption in Macao.

February 29, 1912. KNOWING there are difficulties about exporting uncertified Indian opium to the Macao opium farmer, I ask you kindly inform me whether would be convenient that opium being allowed come Macao with a special permit signed by the Macao Opium Government Superintendent presented through you to the local authorities certifying opium is to the use of the Macao opium farmer as supervised by the Macao Government. Please answer urgently.
